Teaching methods: Lecture. Exercise combined with mobilization of students (case studies, panel discussions).
Course content: The concept and nature of local government and local policy. Legal basis of local government functioning. Territorial subdivision of local government units - municipalities, counties and provinces. Activities, functions and powers of local government units. Local government economy. Municipal property. Local government budget. Control and supervision of the activities of local government. Legal status and duties of a councilor. Local government authorities and staff. Models of local government in European states. Electoral laws in local elections. Political parties i local politics. Political geography of Podlaskie Voivodship.

Learning outcomes
Learning outcomes: Knowledge of models of local government. Understanding the essence of self-government and local government and their impact (effect) on social life
Assessment criteria
The Assessment: Lectures: The examination. Classes: grade consist of test (2/3) and press raport from local press (1/3 ). Some classes could be preceeded by a written tests, also unannounced. It is possible to obtain an exemption of the test for a very good attitude (preparation, activity) in the classroom and preparation the essay on a given topic.
